Early Life and Education

Dr. Nomsa Masuku was born in 1962. She hails from a humble background, growing up in a small township near Johannesburg. Her thirst for knowledge led her to pursue higher education, earning a degree in Political Science from the University of Witwatersrand. Later, she completed her doctorate in Electoral Studies at the same institution.

Dr Masuku holds a PhD in Applied English Linguistics from the University of Birmingham, UK.

Dr. Nomsa Masuku began her career in election management in 1998, working with the Independent Electoral Commission (IEC). However, she took a hiatus from the IEC to explore opportunities in the private sector. During this period, she served as the head of Corporate Social Investment at Standard Bank. In that role, she developed and implemented strategies to support community development through educational initiatives, scholarships, and bursaries

Dr Masuku’s tenure at Standard Bank was equally impactful. As the head of the “Adopt-a-School Trust” CSI program, she facilitated scholarships, bursaries, and educational awards for deserving students. Her passion for education drove her to empower young minds, allowing them to pursue higher learning.

She has also worked with women’s groups, like Women and the Law in Southern Africa, the Swaziland Action Group against Abuse, and a range of civil society groupings focusing on conflict mediation, youth and women.

Dr Masuku was appointed commissioner of South Africa’s Independent Electoral Commission (IEC) in 2018. Her career in election management began in 1998, during which she developed the Electoral Commission’s strategy and implementation framework for education related to democracy development.

As an IEC commissioner, Dr. Masuku played a critical role in overseeing electoral processes. Unfortunately, she faced legal challenges. Before this, she was the Deputy Chief Electoral Officer responsible for Outreach.


Nomsa Masuku Controversy

Dr. Masuku faced allegations of fraud. The Hawks’ Serious Commercial Crime Investigation unit accused her of misusing her position. It is alleged that she granted scholarships to friends and family members, bypassing proper selection processes. Some funds meant for scholarships found their way into her personal bank account, totalling R1.2 million.

Dr Masuku appeared in the Johannesburg Specialised Commercial Crimes Court, where she faced charges related to unauthorised disbursements. Despite her high-profile role in the IEC, the court granted her bail and postponed the case to September 2024.
